The best way is to put an advertisement in the TIMES EDUCATIONAL SUPPLEMENT.

Try advertising also in The Guardian (Tuesday edition). You might also like to try TEFL.com on the internet, and possibly Dave's ESL Cafe; although the latter is US based it has a very wide internet readership.

I'm not aware of one.
My friend who runs a translation/teaching business near Milan has great difficulty in finding new teachers.
Advertising in the UK [inc universities] seems to work best for her
