Don't worry, you don't have to submit an income tax return, as such, Annet. The tax that Brian refers to, ICI, is based on the notional income that your house would generate were it to be let commercially, rather than being used as your home. This in turn is based on the value of your house at the Catasto, or land registry. Its just a way of assesing the value of your home.
Assuming you know the value of your house that was declared when you bought it, it should be easy enough for your the people in your comune's tax office to calculate the ICI for you. Take the document that was returned to you after the Rogito - the "Atto di Compravendita" with you and they will apply the percentage that applies in your area to arrive at the final figure. For anyone used to paying Council Tax in the UK, it should be a pleasant surprise!
I paid ICI tax a few weeks ago in OStuni. There was no problem. I took along a copy of the house deeds and an electricity bill. I did not need to show the latter. The persons there were most helpful. Don't worry about the language, you will get by. You will have to give a correspondence address, which can be a problem if your property is inthe country. You will need a friend's address or a post box.
