In September, we are completing on a property just outside Perugia and
we're planning to leave London and live there. Its been a dream
for many years. Its a very big step and there are a number of things I
wanted to ask advice about.
Does anyone know of someone who could help advise us about becoming
residents in Italy: how to go about it and whether it would be
beneficial tax wise for one or both of us to become resident? We are both freelance creatives.
Also I have been told that it is v difficult to buy a car in Italy if
you are not ½ûÂþÌìÌÃ. Is this true?
Obvioulsy we want to make friends with some Perugini as soon as we
arrive. Any ideas? We have two children aged 7 & 9.

If you intend staying, there is no route other than to become resident, look at the "Permesso di Soggiorno" threads, this is your first step, then, you may ask for residency via your local comune (town hall) as for making friends, visit your neighbours when you arrive, everything else follows... :D
I hope you love your life here, be open and friendly and the ½ûÂþÌìÌà people will generally love you for it.
It is impossible to buy a car without residency at the present moment.
