Hi thnak you very much for your reply, I need it because when I am here I can receive payments from Italy via this card, and then I can collect cash from any ATM machine with this card,

They say they need to see a carte d'identita, what can they accept as a proof of id other than passport you think? Because my passport, here is at visa services to renew my vissa,
Uk driving license I have, or Birth Certificate or what else, I dont know...

As far as I know to obtain a Carta Postepay an ½ûÂþÌìÌà must show their ID card or passport, and a foreigner must show their passport.
I have a carta postepay and I had to show my passport as I did not have an ½ûÂþÌìÌà ID card.
The Carta Postepay is excellent - I used it a lot when I used to sell UK mobile phone SIM cards to ½ûÂþÌìÌÃs through eBay.it. You can view and make payments online, and as you said, you can take cash out of most ATMs around the world for a small fee.
The only problem is that they are not very secure and so it is essential to never leave large sums of money on your card. This is because it is supposedly very easy to guess the expiry date of a card, and you have to give the 16 digit card number to people in order to receive payments - therefore someone can use your card details, guess your expiry date, and then try to make purchases on a website accepting Visa Electron cards.
If you can read ½ûÂþÌìÌà then there used to be a lot of information warnings about Carta Postepay on the eBay.it forum.

The only way I know to get a Carta Postepay is to go to Italy and get one for yourself at the Post Office giving an address in Italy as your residence and showing your passport. Alternatively you could ask someone living in Italy to get one in their name and then send it to you for your use. Otherwise I think you're stuck.
Why do you urgently need a Carta Postepay??
