Help or advice, please, from anybody knowledgeable:I own an apartment in a condominium in Calabria.  Along with the other owners, mainly UK and Irish citizens, we have been the targets of misappropriation of funds and plain theft by the developer, and virtual controller, of the complex.  The same person owns the companies that provide the ‘maintenance’ (such as it is), the cleaning, the security, and the letting service.To give you two examples of his shenanigans:For about five years, he pocketed all the money sent to him for local taxes.  Without warning, we found ourselves owing years of taxes, with interest.  We hired a lawyer who secured an agreement that the developer would repay half the amount he owed us, over the following five years.  We accepted this, rather than lose all.  However, the developer has simply ignored the ruling and paid nothing.  Nobody seems to have the authority to enforce payment.  We are now paying our taxes, electricity, water etc. directly to the local authorities, to deprive him of this source of income.Secondly, he frequently let out our properties without our knowledge or consent, retaining all the income.  On top of that, he’d leave us with huge utility bills run up by his guests and, very often, damage to the property and missing items.  At our own individual expense, we hired an independent contractor to change our locks to stop him from doing this.He is now leaning on us to pay inflated condo fees for poor or non-existent services, with the threat of confiscation of our properties by the courts if we don’t pay.  The fees are based on a budget discussed but not agreed at the last condominium meeting.  The minutes show unanimous agreement, which is a complete fabrication.  We have sent emails to challenge the minutes, but the demands for payment continue.We are at our wits’ end.  What do we do and whom do we ask for robust (I hate that trendy word, but can’t think of an alternative right now) representation at an affordable cost?  Many of us, myself included, are retired with little income, having put our pension pot into what we thought would be a pleasant holiday retreat, letting out our flats occasionally to help offset the condo fees.  I’ve tried the Tourist Board, but received no response.  There must be someone out there who can help?PS: Yes, individually we’ve gone to the police and lodged a ‘denunciare,’ with evidence.  However, so far as I am aware, the police have not moved to launch an investigation.

Hi Gina, sorry to hear about your predicament. You really need legal help. There is an excellent lawyer accredited in both Italy and the U.K. who has been a member of this and other forums for many years and who has helped a large number of people to sort out legal problems. She is Charlotte Oliver  and you will have to contact her directly, as the private message facility which this forum had a few years ago has been suppressed.Perhaps all owners should bunch together to start a sole legal claim instead of doing it individually. I guess that the problems you have are common to every other owner.Best wishes.
