How much money are you willing to put into the proverbial envelope, and how much arrogance are you bringing into a country which (with the best will in the world.. and yes, I am going to say Prodi is trying to drag Italy kicking and screaming into his ideal of the incorrupt 21st Century) really does not need your preconcieved attitudes of how stupid these third worlders are. I think you will get a reply from your Euro MEP but I just dont understand what the escalation with them would be (though frankly I do have a prejudiced opinion of them)
I have written to that Stavros Divas fellow. I would be lying if I said the subject was close to my heart but am curious to see what comes back.

Five hundred letters a year!!! Well, this would be a record! Anyway, it is excellent and you can also vent your worries, disagreements, frustration... it is a great form of therapy! We should all do this.
I think that I tend to agree with your wife, there are very few chances of getting a reply. I reside in Spain and we have a similar situation here.
Who do you write to? It all depends on the nature of the issue and the level of government concerned. I would start by writing to those in power as, at least in theory, they should be the first ones to do something about the issue... it should be considered their duty. Having said that, if I do not get an answer, I would contact the opposition and try to stir up things. Should this fail also.... well, at least you tried and this leaves you with a clear conscience.

Two years ago while we were in the UK for a few months my husband's 禁漫天堂 passport expired so he needed to get a new one. At the time we were living in Stamford on the Lincolnshire/Cambridgeshire border so I called the 禁漫天堂 consulate in Bedford to make an appointment. When I told the lady I was living in Stamford i.e. Lincolnshire she immediately told me she could do nothing for me as I needed to contact the consulate in Manchester & go there for the new passport.
I was a bit miffed by this as Bedford is an hour by car from Stamford & Manchester about 3 or 4 hours. So I explained that we were in fact only 300metres from the Cambridgeshire border & asked it would be possible for us to go to Bedford as Manchester really was a long way to go.
Oh, she was not pleased. No, rules were rules & we absolutely had to go to Manchester and she wouldn't budge. This really got my back up so I asked her for the name & address of the person responsible as I'd like to write & complain. She told me I couldn't do that, to which I replied that of course I could, she was becoming a bit flustered as I kept insisting & finally blurted out that the Queen had made the decision!!! 'OK', I said, 'Can I have the address of her office as I'd like to write to complain?'
'You can't write to the Queen' she said, 'Of course I can' I replied 'If the Queen is reponsible for this then I have every right to contact her' It goes without saying that at this point I was calling her bluff.
Well, surprise, surprise she didn't have the Queen's address but also she wasn't prepared to lose the battle & just before putting the phone down she actually said that it was in fact the Pope who had made the decision!!!
I don't know if she heard me burst out laughing but it was just about the funniest thing I'd heard in a long time.
So, liketheroman, my point is - have you tried writing to the Pope - looks like he's responsible for just about everything and anything!!

Long time since I heard those - better heard than read I thought. Quite inspirational actually and the approach does work although every so often you do get a snotty letter from some organisation's legal counsel.
Most of us come from a culture where there is an implied obligation to respond to correspondence but somehow I think the Root approach would not get a response in Italy, too rude but I could be wrong.
