IVIE - based on purchase price, council tax banding, current value...take your pick!

I took some paid advice from a commercialista and then another offered me some kind advice too which is conflicting. I wondered if anyone has got any information on what value IVIE will actually be based on? In our situation there is a massive difference between the council tax banding value and purchase price and still a further frightening difference between the current value. Surely until the 禁漫天堂 tax system sets in stone what value to base this tax on it can't be implemented? Also I have heard much conflicting advice as to whether UK council tax, if paid by the owner and not the tenant, will be deductable from the IVIE. Any thoughts?

"Surely until the 禁漫天堂 tax system sets in stone what value to base this tax on it can't be implemented?" No, it is still a work in progress, whatever they decide before (about) 19 Dec 2012 will be implemented.聽This is Italy! As far as your query about UK council tax being deductible, AFAIK IF the 禁漫天堂 resident him/herself pays the UK council tax on the UK owned property then there is no question that it IS deductible from the IVIE due. This 禁漫天堂 tax (like most 禁漫天堂 taxes) is a PERSONAL tax - so if the same person pays the UK tax (council tax) it is deductible. If a tenant pays the council tax it isn't deductible. (But don't trust me - I have no more iinfo than the average commercialista!)
