Now that we have the house we need to get some small jobs completed - plumbing, some decorating etc., Our Geometra has said that because the jobs are so small he would not produce a preventivo but it would be best to pay for the work by the hour. Is this standard practice or should I push for a rough estimate of how many hours etc.,?

It's really up to you Sandra, I would always go for a price per JOB rather than paying by the hour, do not ask for "rough" estimates, get a price per job from the tradesmen involved when the work completed to your satisfaction, pay that price.
